PROJECT OVERVIEW

The Sepulveda Transit Corridor is one of Los Angeles County's most significant future transit investments — planned to create a high-capacity rail connection between the San Fernando Valley and the Westside through the challenging Sepulveda Pass. In January 2026, Metro selected an underground heavy-rail alternative as the project's Locally Preferred Alternative.


Quality is most effective when it starts before construction. A1MI supported the Bechtel-led Sepulveda Transit Corridor Partners team during pre-development and design — providing independent quality audits and surveillances of the design process, verifying that established design processes were followed, and identifying risks and deficiencies early, so quality was built into the project before construction.

Key Outcomes

Brought independent quality assurance into the design process. Quality audits and surveillances during pre-development provided an independent assessment of whether established design processes, procedures, and quality requirements were being effectively implemented.

Addressed quality where it has the greatest leverage. Design-phase oversight focused on identifying process gaps and potential quality issues before they could carry forward into later design, procurement, or construction – where resolution becomes significantly more disruptive and costly.

Supported quality on an exceptionally complex transit concept. The corridor requires solutions for tunneling, underground stations, major transit interfaces, and complex geotechnical conditions through one of the region's most constrained corridors – A1MI applied disciplined quality oversight as those concepts were developed and refined.

Supported the Bechtel-led team through a landmark pre-development process. A1MI provided design quality support within Sepulveda Transit Corridor Partners as the team advanced its heavy-rail solution through Metro's innovative Pre-Development Agreement process – culminating in Metro's selection of an underground heavy-rail Locally Preferred Alternative.
