PROJECT OVERVIEW

The Badlands Tunnel Surge Protection Facility is a major reliability improvement to Metropolitan Water District's Inland Feeder, one of Southern California's critical regional water conveyance systems. The project added surge protection infrastructure to the 12-foot-diameter Inland Feeder to support greater operational flexibility and protect the system during reverse-flow pumping operations from Diamond Valley Lake.


When a 12-foot-diameter regional water line goes offline, every hour matters. A1MI provided project management during the project's critical shutdown phase — coordinating construction activities and the connection of the new facility to the Inland Feeder within a tightly controlled outage window, and helping return critical water infrastructure to service.

Program Highlight
Key Outcomes

Managed construction during a critical shutdown of a 144-inch water conveyance line. Construction activities had to be coordinated and completed within a limited outage window before the regional system – which moves stored water from Diamond Valley Lake toward areas otherwise dependent on State Water Project supplies – could be returned to service.

Coordinated the interface between new infrastructure and an operating regional water system. The new surge protection facility required connection to the existing Inland Feeder – A1MI coordinated the shutdown-phase activities necessary to integrate the new infrastructure while managing the operational and construction constraints of one of MWD's largest conveyance lines.

Brought disciplined execution to a time-critical outage. Unlike conventional construction where activities can be resequenced or extended, a major water-system shutdown provides one defined window to complete critical work – A1MI's project management focused on coordination, schedule discipline, issue resolution, and alignment among the teams returning the system to operation.
