PROJECT OVERVIEW

A new freeway connector linking the 15 Express Lanes to the 91 Express Lanes in Riverside County — providing direct connections in both directions and extending the eastbound 91 Express Lanes approximately half a mile to improve merging conditions. Construction took place on an active highway corridor requiring continuous traffic management and night work windows.


A1MI led the project quality program from construction through final closeout — managing quality personnel, inspection and testing, audits, document control, nonconformance resolution, and acceptance records. The project established what the team characterized as a “gold standard” for closeout: all NCRs resolved in advance of Substantial Completion.


SCOPE OF WORK

—Project Quality Manager — quality program development, implementation, and management

—Management of 10+ inspectors and testing technicians

—Inspection and testing coordination across multiple work activities and shifts

A1 Connect provided the digital framework for the project's quality and document-control requirements – organizing quality records, inspection documentation, maintenance-of-traffic records, punchlist items, NCRs, and closeout documentation in a structured environment aligned with Caltrans requirements.

By connecting field quality activities with document control and closeout records, the platform gave the team clear visibility into outstanding requirements and work remaining – so issues were identified, assigned, tracked, and closed before they became end-of-project problems.

Program Highlight
Key Outcomes

Established a “gold standard” for project closeout. A proactive strategy that treated closeout as an ongoing construction activity rather than an end-of-project exercise – quality records, deficiencies, punchlist items, and acceptance requirements continuously monitored and driven toward completion throughout construction.

Resolved all NCRs before Substantial Completion. Nonconformances were actively managed from identification through corrective action, verification, and closure – eliminating the quality backlog typically carried into final closeout.

Managed a multidisciplinary field quality team. More than 10 inspectors and testing technicians coordinated across multiple contractors, construction activities, shifts, and night work windows – consistent quality oversight within an active freeway environment.
