AVIATION PROGRESSIVE DESIGN-BUILD ★ CTF AVIATION PROJECT OF THE YEAR 2022

LAX Utilities & LAMP Enabling Project (LULEP)

Los Angeles World Airports (LAWA)

Owner LACMTA
Market Aviation
Delivery Method Progressive Design–Build
Project Cost $300 Million

PROJECT OVERVIEW

A multi-year enabling infrastructure program comprising 38 individual projects across 460+ acres east of LAX along W. Century Boulevard — including structural improvements, utility relocations, demolition, and roadway work in support of the broader $5.5B LAMP program. Each task order carried its own scope, schedule, funding, and design team, all within one of the nation's busiest active airport environments.

A1MI combined quality-management expertise with a customized digital information-management platform — giving the project team greater control and visibility over inspections, permits, quality records, and compliance activities. This integrated approach improved traceability, standardized quality processes across work packages, and supported more efficient issue resolution and project closeout.

SCOPE OF WORK

—Program-level quality management — Project Quality Manager function

—Managed 20+ inspectors across 38 concurrent projects

—Configuration management across 38 task orders

—Workflow management and permit coordination

—Design-to-construction quality integration across PDB packages

—Power BI program-level reporting dashboards

—Project closeout support

A1 Connect on This Project
A1 Connect

A1 Connect replaced two commercial platforms on the program – centralizing quality records, inspections, permits, and workflows for all 38 concurrent projects in a single environment, in place of disconnected emails and spreadsheets. Multi-tier role-based access served owner, design-builder, and subcontractors, with standardized workflows for NCRs, inspections, testing, deficiencies, and submittals, and management dashboards providing real-time visibility into quality status and open items.

Program Highlight
Key Outcomes

Implemented a consistent quality-management process across 38 work packages, multiple disciplines, and stakeholders – bridging design-quality and construction-quality activities as packages moved from design into field execution on a Progressive Design-Build program.

Organized quality records and permits as the work progressed – so documentation was easier to retrieve, verify, and turn over to LAWA at closeout.

The program was recognized as CTF Aviation Project of the Year 2022.
