THE CHALLENGE
Closing out a $2.2 billion light rail program means collecting, verifying, and assembling final documentation from more than 30 subcontractors — closeout items, hold points, testing records, permits, and as-builts — while simultaneously resolving long-standing NCRs that had accumulated over years of construction. Managed through spreadsheets and email, this phase routinely becomes the slowest and most contentious part of a major program.
THE APPROACH
A1MI developed a custom closeout tracking platform — an A1 Connect deployment — giving the owner, design-builder, and all 30+ subcontractors a single system for tracking closeout items, hold points, testing, and permits. Every party saw their own obligations and status in real time; nothing depended on someone maintaining a master spreadsheet.
In parallel, A1MI restructured the resolution process for aged NCRs: structured root cause analysis, defined disposition paths, and systematic tracking through closure rather than open-ended back-and-forth.
THE OUTCOME
All 30+ subcontractors were coordinated through the single platform through program completion. Average NCR resolution time decreased following implementation, long-standing items were driven to closure, and the complete as-built record package was assembled before commissioning — positioning the program for acceptance instead of a documentation scramble after the fact.
