THE CHALLENGE
Across LULEP's 38 task orders, notices of non-compliance (NNCs) were being issued and resolved individually — each treated as a one-off event. The same categories of issues, traffic control among the most frequent, kept recurring across different task orders and contractors. Resolving each notice individually addressed symptoms; nothing in the process was preventing the next occurrence.
THE APPROACH
A1MI treated the accumulated NNC record as a dataset rather than a filing obligation. Non-compliance notices were categorized and analyzed across the full program to identify recurring patterns — which issue types, under which conditions, involving which activities.
The analysis drove targeted, program-wide corrective actions: rather than correcting one contractor's traffic control setup, the intervention addressed the root condition across every active task order simultaneously, supported by focused communication to the teams involved.
THE OUTCOME
Traffic control NNC frequency declined measurably after the intervention, and the corrective action model was applied program-wide across all task orders. The categorized issue database became a reusable knowledge base — informing quality planning and preventive measures on A1MI's subsequent contracts, so lessons paid for once didn't have to be paid for again.
