THE CHALLENGE

The LAX Utilities & LAMP Enabling Project (LULEP) comprised 38 concurrent projects under a progressive design-build delivery — with an owner, a design-builder, and dozens of subcontractors all needing access to project documentation at different permission levels. Two commercial document control platforms were deployed on the program, and both fell short: their fixed structures couldn't accommodate the program's multi-project, multi-tier access requirements or its custom workflow needs.


THE APPROACH

A1MI built a purpose-configured platform — the foundation of what became A1 Connect — designed around LULEP's actual structure instead of forcing the program into a template. Each of the 38 projects operated in its own workspace under a unified program umbrella, with role-based access giving LAWA and the design-builder full program visibility while restricting each contractor to their own scope.

Custom workflows handled submittal routing, inspection requests, and document review, with automated notifications and audit trails throughout.


THE OUTCOME

The platform replaced both commercial systems and managed all 38 concurrent projects in a single environment through program completion. The multi-tier access model — owner, contractor, and subcontractor levels — became a standard feature of A1 Connect deployments on subsequent programs, and the LULEP implementation proved that a purpose-built system could outperform off-the-shelf software on complex public infrastructure.
